its 6 but while % bonus is not scaling as before its still bonus and higher power production means that 2% is actually a lot. if you make 6 times this design you will make 2.8gw and if you made 24 nuclear reactors in one union you would make 3.6gw. Even if you make 6 nuclear reactors 4 times you are making 3.2gw which is 400 mw less.
