You need 1.5 times the stat requirements, or at least 1.5 times the str/dex requirements. So between the two swords, you need 1.5 times the higher str and the higher dex requirement. But the true best ultra greatsword will always be the "Greatsword". It also can be buffed, unlike the BKUG, which cannot since it has a permanent damage bonus to it.1) You are hitting enemies with the tip of your Pursuer's UGS causing it to deal less damage. Try getting real close with it to test it out. or 2) The thrusting attack of the Drangleic sword deals more damage to armored targets than the Pursuer's slash attacks. Try to compare both weapons' slash attacks to confirm.
