Although less vats is always good, railway rifles use very little vats per shot so the 3rd star is usually better as something else like reload speed or crit fill as you will run out of bullets before vats. Less vats is good for quad. Also explosive turns the railway rifle into a hitscan weapon which is awesome.

Railway Rifles are used with an auto receiver which has a fairly high rof. With bloodied or AA you would be constantly reloading because the magazine only holds 10 spikes. Explosive is a second talent. And definitely had it’s use on a Railway Rifle. So a quad with explosive is a very good weapon. However faster fire rate or crit damage is better.
