Keep going after the regulars. At a certain point you might have 8 rivals and a region level of 25. Kill of one rival and one might level up to Reaver. Note: every Rival you kill drops the level of the region by 3 or 4 levels. The experimental weapons are droppen by rivals and reaver but you get those only at level 25 and higher.
I saw they added experimental ammo but I have no idea how to get it. Do you have to find the plan or kill machine to get it? You have to complete base defence, the difficulty you choose to start it from doesnt matter as its guaranteed to get 1 of the 24 schematics added including 2 medkits. The magnus just feels like it does nothing when you use it, the Alg is somewhat fun to use but its damage is lackluster. There is total of 19 exp schematics. the last one provided after winning the last battle (I think there was a total of 12 or 16) was the .243 explosive ammo. Don't know if there will more. They're randomly awarded from Resistance base defense.

After using my experimental weapons I can easily tell you they are an upgrade, no point in keeping the old 5* ones. not always. ai is stronger than ag4, more penetration it seems and more bullets per mag, also better aim. chain shotgun is way stronger than exp, and can hit much further; as well as ammo all works.
