For a sending district, a Low of 100 means don't export any of that item unless the sending district has more than 100 anywhere in the whole district. I'm having a though time understanding the complete game mechanics behind the Distribution Post & Drop-Off Point. I specifically don't really understand what the Low & High means when I click on 'District Distribution Limits'.

The lower number is how much the district will keep, the higher is how much it's going to request. So, if you want to send over planks, the lower number is at 100 but you only have 40, none will get delivered to the distribution post to send over to the other district, until you're at 101+.
