Thats actually super useful, Ill have to try it in a real game. It's strong until bloons are near the exit then it switches to first. You get elite targeting for all your snipers, not just the elite sniper. You have to manually set your sniper to elite though, it's not like pursuit or centered path where it automatically switches when you buy it.
