Your no start problem sounds typical for the closed center hyd system such as 4020 has is having an internal leak causing frt hyd ump to attempt to pump oil while engine crankshaft is being rotated to start engine. Hyd pump trying to pump puts more strain on starter. There are 3 solutions. Use manual hyd p [ump destroking screw or ... Recently, after trying to start the tractor I noted the starter ran on after I released the key from the start position. The only way to stop the starter from turning was to removed the left battery terminal which resulted in a large spark.

I run a 64 4020 gas, first year for 4020 so your late 4010 would be a 63. The aluminum carb was a real bad deal, the big iron carb with vacuum accelerator pump was not much better. In my opinion the carb on the 4020 was much oversize for the application and runs poor at anything but full load.Make sure this tractor is 12V. Check the six weep holes on the left side of the block, make sure there's no sign of coolant discoloring the paint below the holes.
