I have bracers, ring, necklace, and circlet enchanted with fortify alchemy and I'm level 100 with Alchemy. I can get a 31% enchantment on those. Then I can make a fortify enchanting potion that improves 27%.The first time you increase your Fortify Enchanting with alchemical potions from 0% to 30% effectiveness you get a bonus 2% to alchemy in each enchant. A new potion of Fortify Enchanting with an extra 6% from the previous would only yield an additional bonus of 2/5% or .4%. Skyrim does not take this increase into effect.
