Trane ecm motor troubleshooting

ECM making a fool out of me. I ran a call a few days back, Trane package HP WCY036C100A. The gentec eon ECM motor was unresponsive. I don't have an ECM diagnostic tool, but I see a lot of these 16 pin ECM modules and I've always been able to just check for 24v at the various pins at the motor. Here is the pin out.

Ohmed the motor itself all three pegs read 11 so the motor is good. When starting the fan it will twitch forward then backward about an inch at a time then stop for a few seconds and try again.
