Virtus, the axe, and specially the prayers they are more than enough. My recommendation is to scrap the new rings otherwise you would need nerf the main offensive prayers to 28%. I'm also thinking about Vindication 10% boost and how it can be overpowered and change many metas around OSRS, i think you should just decrease the damage to 5%.

It's understandable we only found out now since nobody's had that axe before this, but how did that get past testing. To be fair, that's so far the biggest issue that's been found in this update, so overall they did a fantastic job on the testing side, but something like that getting past is a bit goofy. I dunno. Using Axe + Bellator my Pb is 51 seconds, it popped off then, but my kill times with axe range from 1:10-2:30 sometimes. Vard is tanky when full HP so the axe can really noodle, I typically VW to try and drop the hp/Def at the beginning.
