The Pestilence sadly does not count as a status effect, it's a standalone 'debuff' and isn't effected by Vile. Nah just farm the DZ in general pestilence drops everywhere but I guess farm landmarks mostly. Also farm players if you are able. Just set out to have fun in the dark zone and before you know it you will have at least 1 pestilence to extract. Key thing is to have fun and the drop rate will seem to magically increase.
