You have to put the files in your DCS Mod-Folder under "Saved Games" not in your DCS directory. You have to be mistaken, the game wouldn't run otherwise.

The closest you will get to that quality is the A-4, F-22, or Mb339, and those mods had years of development behind them and were driven by the passion of it. If you want a full fidelity F-4 Phantom mod, you're in for a long wait and at that point, we would be hoping for a dev to have the plane being worked on officially.
