Barbarians by difficulty level? I played a quick game yesterday at Prince level, just to get a feel for the new mechanics and see the new features without worrying about an actual challenge. I just started an Emporer level game, and began to explore. I found 1 camp, but then watched as, about every 3 turns, a new camp popped up in explored areas.

But looking them up it seems Prince is the best level for AI not being unbalanced against a human player becuase of bonuses. Since lower difficulties gives the player bonuses that the AI doesn't have instead.
