Vigilante, Scramjet, or Toreador. They're all pretty fun but if your looking at general usefulness it would go Toreador > Vigilante > Scramjet. The Toreador is often called a better Stromberg but I think it's a better Vigilante too. 4 seater, loads of customisation options, infinite rockets. Oh and it can go underwater.

The Toreador is no longer usable in the original Heists, the Doomsday Heist and several specific contact missions like Casino Story and ULP Missions after the new update. Stromberg is a good PvE and PvP vehicle. It has explosive resistance, can go underwater (if you need to hide) and it’s rockets has good tracking (limited to 30 though). Well they'll lock onto a Buzzard from underwater and take it down with one shot, so I'd say they're perfectly adequate. Exact same from what I can tell. Missiles are very accurate. Only issue is a closer lock on range. Missile tracking is quite shite, Stromberg missiles are way more accurate and has better tracking.

With the Toreador, it can take some missiles (maybe 3 or 4), you can shoot missiles back, it's submersible (handy for Cayo Perico grinders), and the machine gun is better than the machine guns on the Imani tech vehicles.
