I found that if you use the Telekinesis Arrow power to release the arrows, it resets the count to 0, which lets you avoid the bug for 10 game loads. What I did was add a spell to the player that emulates that power, automatically casts it, then removes the spell from the player. This all happens every time you load up your game.
