This build is based on The Whispering Ice unique staff. Icestorm damage scales from Int, therefore Int is the main stat. The build is immune to all elemental ailments, corrupted blood (optional), and all forms of chaos damage. It is extremely tanky and leechy. It can ignore most map mods and do virtually any mod combos with minimal adjustments.

there is a ci whispering ice tri-curse build out there. I played it to start the league and it was an easy 39/40 challenges. (Killed shaper with it but that was hard - the DPS is fine but mobility+dps is not easy). The build is super cheap and oustandingly tanky - with insane dps for mapping. The damage is fine regular and crit would just be so expensive for 5%. The thing about Whispering Ice is that it's single target damage is increased the higher your Int is mostly by duration of the skill. For bosses you just stack Icestorms on top of each other. If you're doing enough damage to clear regular packs with one or two Icestorms ...Unlike 2.0 Firestorm, it is very difficult to stack Icestorms on top of each other due to Firestorm's long duration compared to cast time.
