Suppose Kematu was telling the truth about everything except that she would go to trial, that Saadia did betray them to the Thalmor but Kematu kills her for it. Even then with the strongest possible justification for their capture of Saadia, they would still be getting themselves into big trouble with the Whiterun Guards by bringing them her body.
