The .38 S&W case is larger in diameter than the Special, in order to accept the .360- to .361-inch diameter bullets. They weren't made at an even x-number per year, so extrapolating your serial in that range isn't going to be exact. If the production was relatively linear then I'd guess 1928- ish.
