No. Realistically, there is no way to get conquest characters until you can hit hard mode. It’s possible in normal, but requires significant investment. The only way you get enough to unlock him (before Proving Grounds) is by getting high crates on Hard. Even if you get some shards it won’t be enough for the unlock.
He's pretty good on offense, especially in GAC. Doesn't provide much of a challenge on defense. If you keep Rey for offense and don't need Ben, run him with JTR. She punches up quite a bit with Ben since the AI seems to ignore him while JTR is still standing. Units like Malak can't handle an unkillable JTR.
