I think Disruption is your best bet. It has the same drop chance from enemies, which there are almost as many of, and it can drop as a rotation reward. IO on Jupiter works really well. Usually plenty of people playing it to farm Oxium so you can farm that along with the Hexenon you need for Wisp.
