In this game Pyromancy doesn't scale with anything, so literally anything will be a Pyromancer build if you have enough Attunement to equip spells. You just have to level up your Pyromancy flame a decent amount. However, since casting speed increases with Dex from 35-45, the most effective Pyromancer build is a pure Dex one with 45 Dex.
