He’s the first Ruler to be introduced since Sherlock was a year and a half ago, and he makes a strong case for being the best in his class. This skill is like being able to use a normal guts skill three times in a row; the long cooldown is more than fair. That said, there’s not much incentive to upgrade this skill.
