Generally the last one is a prerequisite for the first two, but you can get the combat computer from debris at least. Possibly from some event. And definitely from mods. Sapient Combat AI Question. I have a Spiritualist Corp, have had Robots since they were available. Then two seperate Empires had AI uprisings at the same time. So I did the rational thing and outlawed AI and robots. BUT my bots were Synths so I had to manually purge them (except for the ones that inexplicably had the Psychic Trait).
